While the rice is cooking, mix the soy sauce, garlic powder, and most of the green onion together.
3 Marinate the shrimp in mixture for 10-15 minutes in the fridge.
4 Heat the peanut oil in a skillet and sauté the shrimp with marinade until shrimp is cooked.
5 Serve shrimp over cooked rice and garnish with remaining green onions.
