Cream shortening, sugar, orange peel, and vanilla. Add egg; beat until light and fluffy. Stir in milk.

Sift together dry ingredients; blend in creamy mixture.

Divide dough in half and chill one hour.

On a lightly floured surface, roll sugar dough to 1/4 inch and cut in desired shapes with cutters.

Bake on greased coolie sheet at 375 degrees about 6 to 8 minute. Cool slightly; remove from pan.
